Applying to US Universities Without SAT or ACT
Yes, you can apply to some US universities without SAT or ACT scores, but not to all of them. Some make the test optional, some do not consider it at all, and some require it from everyone, including international students. So the right question is not "do I need the SAT?" but "what does my chosen university ask for in my entry year?"
The Common App page itself says every college has its own testing requirements, with some always asking for scores and others flexible or optional. Should You Test If the University Is Optional?
If a university is test-optional, send a score only if it reflects your ability and supports your file. If your score is below the published range for that university, or you had no chance to sit the exam, it may be wiser to focus on school grades, activities and your essay. Do not expect a missing score to be offset automatically; each university reviews the whole file, and the decision is theirs.

- Open the university's own first-year admissions page, not a third-party site.
- Look for the entry year it names, since policy may differ between cohorts.
- Read whether the policy covers international students and all majors, or has exceptions for some schools.
- Cross-check against the Common App requirements grid as a confirmation step.
- Email the admissions office if anything is unclear, and keep the reply.
An English Test Is Not a Substitute for SAT
An optional policy applies to SAT and ACT only. English tests such as IELTS, TOEFL or Duolingo are separate, and many universities ask for English proof even when they do not ask for SAT.
