China Tourist Visa for Saudis: Exemption, Requirements and Appointment
Most Saudi travellers do not need a visa for a tourist trip to China today, because Chinese authorities announced a unilateral exemption for Saudi citizens for stays of up to 30 days. The L visa is what you need when the exemption conditions do not apply to you.

According to the unilateral exemption notice from the Chinese visa center, citizens of Saudi Arabia holding ordinary passports are exempt from a visa for business, tourism, family visits, exchange visits and transit, with a stay of no more than 30 days. The exemption runs from 9 June 2025 to 31 December 2026, and anyone who does not meet the conditions must obtain a visa before travelling.
Transit and the 240-Hour Rule
The current exemption covers transit for Saudi citizens within the 30-day limit. As for the 240-hour visa-free transit scheme, China's National Immigration Administration set out a list of 55 countries that does not include Saudi Arabia, and the August 2026 update added only Kyrgyzstan and Vietnam, bringing it to 57. So do not rely on the 240-hour rule as a Saudi citizen; rely on the unilateral exemption or on a visa.
When Do You Need an L Visa?
- If you will stay longer than 30 days.
- If your purpose of visit is outside the purposes covered by the exemption.
- If you live in Saudi Arabia with a non-Saudi nationality, since the exemption is for Saudi citizens and your own nationality's rules apply.
- If your passport is not an ordinary one, since the exemption is for ordinary passport holders.

L Visa Documents
The Chinese embassy's notice in Saudi Arabia lists the following:
- An original passport valid for at least six months with blank pages, plus a copy of the data page.
- The application form completed online and printed (eight pages), and a recent photo on a white background.
- Itinerary materials, meaning round-trip flight bookings and hotel bookings, or an invitation letter from an entity or individual in China.
- For non-Saudi nationals: proof of legal residence in Saudi Arabia.
- Any document in Arabic only must first be translated into Chinese or English.
The consular officer may ask for additional documents or an interview, and decides whether to issue the visa, its validity and the number of entries.
Application Steps and Appointment
- Choose the visa category that matches the main purpose of your trip.
- Complete the application form online through the Chinese visa center website for Riyadh, which offers online application and appointment booking and accepts ordinary passports only.
- Print the form and prepare your documents.
- Submit the application at the center at your appointment and pay the fees at submission.
Fingerprints, Fees and Processing Time
The embassy announced a fingerprint exemption for all short-term visa applicants with a stay of no more than 180 days, valid until 31 December 2026. Under the requirements notice, an agent or agency can then submit the application for you without a power of attorney.
The center accepts cash, debit cards and credit cards, fees are paid at submission, and the fees page states that the service fee is non-refundable regardless of the result. The embassy notice also mentions a rush service for an extra fee. We did not find a fixed processing time on the official pages we reviewed, but the center advises applying about one month before entry and not earlier than three months. Do Saudis need a visa to visit China?
Under the current exemption, no, if your passport is ordinary, your stay is no more than 30 days and your purpose is among those announced. Otherwise you need a visa before travel.
Does the 240-hour transit rule apply to Saudis?
Saudi Arabia does not appear on the announced list of countries, but the unilateral exemption covers transit within the 30-day limit.
Do I need a hotel booking and flight ticket for an L visa?
The embassy notice asks for itinerary materials such as round-trip flight bookings and hotel bookings, or an invitation letter from an entity in China. The difference between visa types may also help.
My passport expires in five months. Can I apply?
The notice requires at least six months of validity when you apply, so renew the passport first.
Do I need to give fingerprints?
Until 31 December 2026, short-term visa applicants with stays of up to 180 days are exempt, but confirm this on the official notice when you apply.
